The ASEAN RAI Parliamentary Implementation Framework 2024-2030 is a collaborative effort spearheaded by the ASEAN Inter-Parliamentary Assembly (AIPA), the Food and Agriculture Organization of the United Nations (FAO), and the International Institute for Sustainable Development (IISD). This collective initiative underscores a shared commitment to promoting socially, environmentally and economically sustainable investments within the ASEAN region’s agriculture, food, and forestry sectors. Guided by the ASEAN Guidelines on Promoting Responsible Investment in Food, Agriculture and Forestry adopted in 2018 by the ASEAN Ministers of Agriculture and Forestry and built upon the foundations laid by the Parliamentary Handbook on the Implementation of ASEAN RAI adopted at the 44th AIPA General Assembly in 2023, this Framework represents a significant step forward in translating legislative aspirations into concrete action.

 

Adopted at the 45th AIPA General Assembly, the ASEAN RAI Parliamentary Implementation Framework 2024-2030 recognises the imperative to move beyond rhetoric into tangible measures that foster responsible investment practices. Grounded in collaboration and shared responsibility principles, the Framework seeks to equip parliamentarians across ASEAN to actively contribute to the sustainable development and resilience of agriculture, food, and forestry within the region.

Development Phase

The AIPA–FAO–IISD 1st Joint Workshop on the Implementation of the ASEAN Guidelines on Promoting Responsible Investment in Food, Agriculture, and Forestry (ASEAN RAI) marked the start of the development phase of the ASEAN RAI Parliamentary Implementation Framework 2024–2030. Held in Vientiane, Lao PDR, the workshop brought together around 40 participants, including parliamentarians, parliamentary staff, and representatives from key regional and international organisations.

 

Organised with technical support from the National Assembly of the Lao PDR, the workshop comprised plenary and breakout sessions that facilitated discussions on the RAI concept, parliamentary roles, and practical implementation. Participants reviewed and provided feedback on the initial draft of the Implementation Framework, which were incorporated and shared with AIPA Member Parliaments for further consultations.

“Fostering Parliamentary Action and Collaboration for Implementation of the ASEAN Guidelines on Promoting Responsible Investment in Food, Agriculture, and Forestry (ASEAN RAI)”

 

Building on the outcomes of the first workshop, the AIPA–FAO–IISD 2nd Joint Event was held to further advance the development of the ASEAN RAI Parliamentary Implementation Framework. Organised with technical support from the House of Representatives of the Republic of Indonesia, and with financial assistance from AECID and SIDA, the event brought together parliamentarians, parliamentary officials, and a broad range of stakeholders.

 

The event featured a Multi-Stakeholder Dialogue on the first day, convening representatives from the ASEAN Secretariat, ASEAN centres and entities, research institutions, private sectors, and civil society organisations to discuss key themes related to ASEAN RAI, including empowering marginalised groups, promoting innovative technologies, and enhancing the food, agriculture, and forestry sector’s role in climate change adaptation and mitigation. On the second day, AIPA Member Parliaments continued deliberations on the draft Implementation Framework, incorporating insights from the Dialogue to refine the framework in preparation for its adoption at the 45th AIPA General Assembly.
