ASEAN Inter-Parliamentary Assembly

4th Model AIPA

The AIPA Secretariat, in partnership with Parahyangan University, is set to organise the 4th Model AIPA on 24 January 2025. This event will adopt a dynamic hybrid format, making it accessible to a wider audience across the ASEAN region.

 

The 4th Model AIPA is an immersive programme that empowers ASEAN youth to learn about parliamentary diplomacy and regional issues through a dynamic simulation of the AIPA General Assembly. University students take on the roles of delegates representing AIPA Member Parliaments, experiencing firsthand the dynamics of parliamentary diplomacy. This programme helps participants develop critical skills, broaden perspectives, and build meaningful connections while deepening their understanding of parliamentary processes and regional collaboration.

 

Under the theme, “The Role of Parliament in Advancing Inclusive and Equitable Education for Sustainable Growth and Innovation,” the programme of the 4th Model AIPA highlights the pivotal role of AIPA Member Parliaments in building frameworks that champion inclusivity and equity in education. It aims to inspire forward-thinking solutions that ensure no one is left behind, fostering innovation to tackle emerging challenges while promoting sustainable development for future generations.

  1. To introduce participants to the principles and practices of parliamentary diplomacy and the role of AIPA in fostering regional cooperation among ASEAN Member States.
  2. To equip participants with knowledge about key issues affecting the ASEAN region. 
  3. To develop participants’ abilities in negotiation, public speaking, consensus-building, and decision-making through hands-on simulation exercises.
  4. To provide a platform for participants to work together across cultures, simulating real-world parliamentary processes to address regional challenges collaboratively.
  5. To cultivate leadership qualities and critical thinking skills among participants, preparing them to engage effectively in complex discussions and policy-making scenarios.
  6. To promote intercultural exchange and create opportunities for students to build lasting relationships with peers across ASEAN, fostering a sense of regional unity.
  7. To encourage young individuals to take active roles in governance, diplomacy, and leadership within their communities and beyond.
  8. To provide an authentic and practical learning experience that bridges the gap between theoretical knowledge and real-world application in parliamentary and diplomatic contexts.

1. Pre-4th Model AIPA Briefing (Pre-event)

This session is designed to introduce participants to AIPA as the sole parliamentary organisation associated with ASEAN and deepen their understanding of the issues related to the Model AIPA theme. By exploring AIPA’s purposes and its pivotal role in fostering regional cooperation, the briefing aims to provide participants with the context and knowledge needed to meaningfully engage in discussions and activities during the program.

 

2. Model AIPA 101 (Pre-event)

This session prepares participants for the procedural aspects of the AIPA General Assembly. It offers training in drafting statements and resolutions, understanding parliamentary practices, and navigating meeting procedures within the AIPA General Assembly. The goal is to ensure participants are well-equipped to actively contribute during the Model AIPA.

 

3. 4th Model AIPA (Main Event)

The 4th Model AIPA will provide an immersive experience of the General Assembly. Participants will take on the roles of chairpersons or delegates representing AIPA Member Parliaments. Throughout the simulation, delegates will engage in discussions on proposed draft resolutions, debate key issues, and negotiate with fellow participants to finalise the resolutions. The simulation will replicate the structure of a real AIPA General Assembly, including committee meetings, plenary sessions, and the drafting of resolutions. This will allow participants to gain a deeper understanding of regional cooperation, parliamentary diplomacy, and the decision-making process within ASEAN.

 

4. Awarding Ceremony (Post-event)

The Model AIPA Distinguished Award will be presented during a special Awarding Ceremony to honour the most exceptional participants. Categories of recognition will include Best Delegate and Most Outstanding Delegate.

  1. A citizen of one of the 10 ASEAN Member States.
  2. Between 18 and 35 years of age when the programme takes place.
  3. Be currently enrolled in or have completed studies at a higher education institution, pursuing a diploma or undergraduate degree (or equivalent level) at the time of joining the program.
  4. Proficient in English, both verbal and written, as the program will be conducted in English.

HOW TO APPLY

To apply for the 4th Model AIPA, submit your completed application through  4th Model AIPA Online Registration Form  by 8 January 2025, 20:00 GMT+7. Please ensure that all sections of the application are filled out accurately, as incomplete forms will not be considered for shortlisting. A total of 20-30 participants will be selected for this exciting opportunity.
