Establishment of AIPA

The ASEAN Inter-Parliamentary Assembly (AIPA) is a regional parliamentary organization. It was originally formed on September 2, 1977, as the ASEAN Inter-Parliamentary Organization (AIPO) by the leaders of the parliamentary delegations of Indonesia, Malaysia, the Philippines, Singapore, and Thailand attending the Third ASEAN Inter-Parliamentary Conference in Manila, Philippines. In 1995, Viet Nam became a member, followed by Lao People’s Democratic Republic in 1997, Cambodia in 1999, Brunei Darussalam in 2009, and Myanmar in 2011. At the 27th AIPO General Assembly held in Cebu City, Philippines in 2006, there was a consensus to transform the organization into a more effective and closely integrated institution and to change the organization’s name from AIPO to AIPA.

What Is AIPA?

AIPA stands for ASEAN Inter-Parliamentary Assembly. It serves as the center of communication and information among Member Parliaments which consist of Brunei Darussalam, Cambodia, Indonesia, Lao People’s Democratic Republic, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Viet Nam. AIPA aims to encourage understanding, cooperation, and close relations among Member Parliaments as well as Observer Member Parliaments and other parliamentary organizations. AIPA also plays an instrumental role in familiarizing the peoples of Southeast Asia with policies aimed at accelerating the realization of an ASEAN Community in 2025.

High-Level Meetings

General Assembly

The highest body in AIPA is the General Assembly which convenes once a year in compliance with Article 9 of the AIPA Statutes unless otherwise decided by the Executive Committee. The General Assembly is held to provide policy directions for the development of AIPA’s objectives and as a forum for interchange among its members.

Interface

The ASEAN-AIPA Interface during the ASEAN Summit is the highest level of dialogue among ASEAN leaders and AIPA representatives intended to strengthen the cooperation between ASEAN and AIPA The event supports the interaction between the legislative and executive branches, exchange of information, and discussion on the works of ASEAN at all levels.

Ad-Hoc Meetings

Advisory Council on Dangerous Drugs (AIPACODD)

AIPACODD aims to work beyond fact-finding into taking concrete action for better efficiency and coordination on the drug menace across the region and also to strengthen its role and mandate as a parliamentary tool to combat the drug menace.

AIPA Caucus

AIPA Caucus is aimed to be a mechanism to develop common legislative initiatives with the objective of harmonizing the laws of ASEAN Member States. As one of AIPA ad-hoc committees, it is also utilized as a platform for regular interaction amongst AIPA Member Parliaments as well as AIPA and ASEAN in monitoring the implementation of AIPA resolutions which has been adopted by the AIPA General Assembly.

Women Parliamentarians of AIPA (WAIPA)

The Meeting of the Coordinating Committee of Women Parliamentarians of AIPA (WAIPA) is a sub-committee of WAIPA. The Coordinating Committee shall meet at least once prior to the Committee Meeting of WAIPA, unless decided otherwise. Established on the foundation of promoting women’s participation and representation in parliaments, the Coordinating Committee is rooted in its functions which, among others, include assisting and monitoring the implementation of the decisions, resolutions, and recommendations of the Meeting of WAIPA.

Young Parliamentarians of AIPA (YPA)

The Consultative Meeting of the Young Parliamentarians of AIPA (YPA) is a sub-committee meeting under the Meeting of YPA that may be convened to prepare the agenda of the Meeting of Young Parliamentarians of AIPA and to discuss other youth-related matters. Initiated in 2020 and later transformed into one of AIPA’s standing committees in 2023, the Meeting of YPA aims to foster cooperation among young parliamentarians, enhance their leadership capacities, and promote the active contribution of youth in ASEAN’s community-building efforts. As a sub-committee, the Consultative Meeting continues to serve as a platform for advancing these objectives and strengthening the collective voice of young parliamentarians across the region.

Model AIPA (MAIPA)

Model AIPA is an educational simulation of AIPA General Assembly, in which students can learn about diplomacy, regional relations, public speaking, and also critical thinking through role-playing. More than that, they also can learn how to lead the discussion in the meetings by role-playing as chairperson in each committee meeting.
