5th Model AIPA

The AIPA Secretariat, in collaboration with the Parliament of Malaysia and Universiti Kebangsaan Malaysia (UKM), is pleased to host the 5th Model AIPA, which will be held in person in Kuala Lumpur, Malaysia, from 20 to 22 September 2025.

 

Model AIPA is an immersive simulation of the ASEAN Inter-Parliamentary Assembly (AIPA) General Assembly, designed to empower young leaders across ASEAN to experience parliamentary diplomacy and discuss regional issues. Participants will take on the roles of delegates representing AIPA Member Parliaments, engaging in debates, drafting resolutions, and experiencing how decisions are shaped through parliamentary diplomacy.

“Empowering Youth Participation in the Sustainability and Inclusivity Agenda”

 

ASEAN’s Chairmanship theme of Inclusivity and Sustainability reflects a collective commitment to advancing regional peace, security, stability, and prosperity within an inclusive and sustainable framework. It recognises inclusivity as a cornerstone of ASEAN’s progress and future, prioritising efforts to narrow development gaps, reduce inequalities, empower people in vulnerable situations, and expand equitable access to economic opportunities, education, social protection, and environmental sustainability. Sustainability in this context involves mitigating the impacts of climate change, achieving the Sustainable Development Goals, and ensuring that the region remains adaptive and climate resilient. Together, Inclusivity and Sustainability are interdependent and mutually reinforcing values.

 

AIPA’s Presidency theme, Parliament at the Forefront for Inclusive Growth and Sustainable ASEAN, complements ASEAN’s Chairmanship theme by highlighting the role of parliaments in advancing inclusive growth and sustainability through legislative leadership. This includes championing policies that empower marginalised communities, strengthen social protections, promote gender inclusivity and youth empowerment, and ensure equitable economic participation. It also emphasises addressing sustainability priorities such as climate resilience, renewable energy transitions, circular economies, green technologies, and the protection of natural ecosystems. By strengthening legislative frameworks and integrating these priorities into national policies, parliaments aim to drive meaningful, equitable, and people-centred development for future generations.

 

This year’s Model AIPA theme, Empowering Youth Participation in the Sustainability and Inclusivity Agenda, recognises the role of youth in advancing these shared regional priorities. Through Model AIPA, participants are encouraged to reflect on how these values can be translated into concrete, actionable recommendations during the Model AIPA simulation. By engaging with these themes, youth can help shape initiatives that promote inclusive growth and sustainable development, supporting the region’s vision for a resilient, innovative, dynamic, and people-centred future.

  1. To introduce participants to the principles and practices of parliamentary diplomacy and the role of AIPA in fostering regional cooperation among ASEAN Member States.
  2. To equip participants with knowledge about key issues affecting the ASEAN region.
  3. To develop participants’ abilities in negotiation, public speaking, consensus-building, and decision-making through hands-on simulation exercises.
  4. To provide a platform for participants to work together across cultures, simulating real-world parliamentary processes to address regional challenges collaboratively.
  5. To cultivate leadership qualities and critical thinking skills among participants, preparing them to engage effectively in complex discussions and policy-making scenarios.
  6. To promote intercultural exchange and create opportunities for students to build lasting relationships with peers across ASEAN, fostering a sense of regional unity.
  7. To encourage young individuals to take active roles in governance, diplomacy, and leadership within their communities and beyond.
  8. To provide an authentic and practical learning experience that bridges the gap between theoretical knowledge and real-world application in parliamentary and diplomatic contexts.

1. 5th Model AIPA (Main Event)

The 5th Model AIPA will provide an immersive experience of the General Assembly. Participants will take on the roles of chairpersons or delegates representing AIPA Member Parliaments. Throughout the simulation, delegates will engage in discussions on proposed draft resolutions, debate key issues, and negotiate with fellow participants to finalise the resolutions. The simulation will replicate the structure of a real AIPA General Assembly, including plenary sessions, discussion of draft resolutions during standing committee meetings, and adoption of the resolutions. This will allow participants to gain a deeper understanding of regional cooperation, parliamentary diplomacy, and the decision-making process within ASEAN.

 

2. Awarding Ceremony (Post-event)

The Model AIPA Distinguished Award will be presented during a special Awarding Ceremony on the final night of the 5th Model AIPA. This ceremony will recognise the most exceptional participants, with categories including Best Delegate and Most Outstanding Delegate.

  1. Applicants must be a citizen of one of the 10 ASEAN Member States.
  2. Between 18 and 35 years old at the time of the programme.
  3. Currently enrolled in a higher education institution, or have graduated within the past year, pursuing or having completed a diploma or undergraduate degree or equivalent.
  4. Proficient in English, both verbal and written, as the program will be conducted entirely in English.

HOW TO APPLY

To apply for the 5th Model AIPA, please complete and submit your application through the 5th Model AIPA Online Registration Form by 20 August 2025 (Extended). Please ensure that all sections of the form are completed accurately. Incomplete applications will not be considered. Please note that only shortlisted applicants will be notified.

This year, around 60 participants will be selected from across the region to join the 5th Model AIPA. Participants will have the opportunity to apply for fully funded or partially funded support. Further details are provided in the application form. We look forward to receiving your application!

*Selected applicants will be offered fully funded participation in the 5th Model AIPA. To be considered for this opportunity, applicants are required to submit a creative video as part of the application process.
